Quality
There are two reasons why loose tea surpasses bagged tea in quality. The first is that tea bags are a barrier between you and the herbs- some of their essential oils get trapped in the bag, so they never make it into the cup. The second reason has to do with the tea itself. The tea that goes into bags is typically what tea buyers call the "fannings"- broken bits of leaf and tea dust that are left over after whole leaf tea has already been packed. The more exposed surface area tea has, the quicker it loses its flavor. As a result, you also get more infusions out of loose tea than you do out of bagged tea. When you consider all of these factors, the quality difference is clear.
Cost
